CHAPTER ONE

INTRODUCTION

1.1            GENERAL BACKGROUND OF THE STUDY

Communication can simply be defined as the transmission of information with the purpose of influencing the receiver. Although communication has pervasive application to all phases of managership. It is particularly important in the function of supervision and control. It will not be an over-statement to say that the communication function is the means by which organized activity is unified. This paper looked into the case of the necessity of effective communication. Yet there is less agreement on the exact definition communication may be looked as the means by which social input are fed into social system. Any as a binder communication provides information that simultaneously guides both the smallest sub limits and the entire complex towards organizational goal accomplishment.  Communication is essential for the internal functioning of any organization because it integrates the management function. It is through information exchange that the heads of division know how their worker performs. It is also through communication that any organization becomes an open system interacting with its environment. When communication fails, organized activities also fail. A basic understanding of the communication process model, which has been introduced in the literature review, helps to identify the critical elements in the communication process. At each state breakdown can occur in the encoding of message by the sender in the transmission of the message by the receiver. Certainly noise can interfere with effective communication at each part of the process. This study focused on the various phases of communication process in the Nigeria Telecommunication Limited Enugu with the intention of bringing out their strengths and weakness, which will be an aid to the modification and proper use of the existing communication procedure. Supervision could be defined as an exercise that ensures that performance keeps in line with established standards are being met. Basically supervision involves the supervisor having to observe the activities of his or her subordinate, which is much of the work performed by lower level managers. Additionally, supervision is the undertaken when the superior consults with his or her workers and the intercourse gives the supervision a good opportunity for discovering and identifying deviation from established standards or to check the occurrence of the deviation before it happens. It can be seen that the exercise of supervision done in controlling is also what is involved in directing function. Here again we see the inseparability of the functions, the prime responsibility of the supervisor is to get things done in the pro[per ways through people and with people. However his decisions, such ideas can only become effective when they are communicated to others and achieve the desired action and reaction. Supervision is one aspect of management.

1.2            PROBLEM ASSOCIATED WITH THE SUBJECT MATTER

The need for communication in an organization is evident of an inner urge towards a life enriched by co-operation with others. The purpose of communication in an organization is to influence actions in the proper direction and to effect change. For this reason a manager has a specific tool with which to perform his duties. That tool is information in all its variant forms that flow to a manager in an organization, one would have a word for it “chgas”. Subordinates want to be help or to promote themselves or to reflect discredit somewhere and they originate or serve as a transmission belt for information, they think the manager should have. The lack of information in specific areas means only that it is not necessary. Indeed, the blind areas may be of the greatest importance to management. The result of this state of affairs are not Inconsequential Duplication, Overlaps, a mixture of the important, variant limiting, etc, noting can bee done, in reality, until the manager himself passes and responds to the question “what do I need to know?” This is the proper place to start if one is seriously concerned about the communication of relevant information. The considered discussion about the possibility of an information system reflects a concern for improved communication in an organization. This research work therefore tired to find out two information flows and its usage in the management of the Nitel. The research work tried to answer the question: Does the management of the Nitel use communication to supervise work at the company and how effective are the communication channels?.

1.3            SPROBLEM THAT THE STUDY WITH CONCERNED

The study was based on the theory of Koontz and O. Donnell (1968-596) which maintain that communication is a transfer of information from one person to another whether or not it elicits confidence but the information must be understandable to the receiver. Their researchers  found that the effectiveness with which communication techniques are used also influences the span of management while supervisory ability to communicate plan and instructions clearly and concisely tends to increase the supervisor’s span. They argued that supervision should ideally be in future basis so that deviation may be detected in advance of their actual occurrence and avoided by appropriate remedies, what this suggestion is calling for is supervision of performance while it goes on, effective supervision should be aimed at preventing present and future deviation from plans. Koontz and O. Donnell are supported by the argument held by Berger and Berger (1972-207), who maintained that “the purpose of communication system is to channel directive and information from bureaucratic position to another, boon upward and downward in the bureaucratic hierarchy”. The researcher understood communication as being the process used by any organization or individual to effect interchange of understanding between two or more people. Every organization they said is made up of individuals who are the life wires of these organizations. The successes of such organization are dependent not only on the contribution of it’s individual members but also upon the cooperation and spirit of team work existing among them. Hence, communication is necessary at all level of the organization.

The study went further to find out whether the supervision/heads have adequate communication ability and how well they communication and deliver the required instruction to their subordinate with the information collected from the these investigations, the study will suggest approaches and techniques to improve the communicate problems in the company.
