A study conducted by Ministry of Education to addressrnproblems ~n the education system of Ethiopia under thernti tle "The Quali ty and Effectiveness of Teacher EducationrnSystem in Ethiopia " called for teacher education reformrnallover the country. This study was started by arnpreliminary survey about the opinions of teacher educatorsrnconcerning the reformed teacher education program. Theyrnhave perceived the program as a program that claimsrnobedience and which is difficult to implement. Also studentrnteachers lack of necessary background knowledge andrnproblems related with curriculum and infrastructure werernpinpointed as problems that exist in the teacher educationrnprogram . Their perceptions lead to study the quality of thernteacher education program . The study was conducted with arnquali tati ve case study design. The data collection methodsrnthat were used in the study were interview wi th studentrnteachers and teacher educators, document analysis, andrnfield observation. The using the conceptualrnframework of UNESCO (2004) to understand quality ofrneducation, has revealed that factors such as externalrninfluence in the economic context of the teacher educationrnprogram and the strategy of recrui ting students to thernprogram has put the quality of the teacher educationrnprogram at risk
