The purpose of this study was to investigate the quality of public preschoolrneducation in west Wollega zone in the aspect of quality as input and process.rnTo this end qualitative case study methodology was employed to conduct thernstudy. Among the eighteen woredas of the zone two woreda and one townrnadministration were selected using purposive sampling technique. In eachrnsample woredas and town administration available / comprehensive/rnsampling technique was employed to select the sample of the kindergartens,rnKindergarten teachers, kindergarten principals, and kindergarten educationrnexperts both at woreda and zone education office and town administration.rnThe kindergarten children parents were selected using purposive samplingrntechnique. Data were gathered from their sources using interview,rnobservation, FGD and document review; and analyzed in wordrnargumentation. Findings of the study revealed that: the kindergarten teachersrnand personnel are mostly not trained, all teachers were females with physicalrnstrength and adequate experiences of teaching in kindergarten, lack ofrnsuitable indoor and outdoor learning environment, shortage of human power,rnlack of kindergarten curriculum materials and related directives, inadequacyrnof teaching and evaluation method, lack of keeping kindergarten records andrnreports, lack of supervision, unsatisfactory kindergarten teachers employmentrnstatus, teachers failure to create relations with children's parents and lack ofrnrelationships between children's parents and government structure on thernissue of community kindergarten education. Based on these findings, two tornfour year training for preschool teachers and personnel in preschool educationrnwith continuous in-service training; and collaborative campaign of therncommunity and the government structures were the implications forwarded tornbe practiced to improve the quality of kindergarten education
