The Role Of Ombudsman In The Protection And Promotion Of Human Rights An Analysis Of The Ethiopian Ombudsman

The Institution of an Ombudsman is expected to be independent, neutral, and trustworthy thatrnenables the Institution ensures the protection and promotion of human rights. Institution ofrnOmbudsman is mandated to investigate mal-administration of government agencies that results inrnhuman rights violations. This study aims to analyze the new Amendment Proclamation No.rn1142/2019 towards the protection and promotion of human rights pursuant to international andrnregional instruments that generally deals with NHRIs. This doctrinal research founds that althoughrnthe Amendment Proclamation tries to ensure the human rights by giving the Institution a mandaternto investigate mal-administration, there are normative loopholes which are obstacles for therneffectiveness of the Institution. Thus, the Ethiopian Institution of Ombudsman and the HPR needsrnto reconsider the Amendment Proclamation regarding the mandate of the Institution i.e. towardsrnthe ESC Rights and limitation concerning decisions of the Police force, and immunity of thernInstitution.
