INTRODUCTION
BACKGROUND OF THE STUDY
Unemployment has been and still a major problem in Oji-River Local Government Area of Enugu-Sate. A study recently carried out by researchers showed that about 80% of the Labour force in the Local Government are unemployed people in Oji-River is made up of youths and young school levers whose number in the labour market is on the increase yearly because of the high rate of people graduating from both the secondary and tertiary institution. A far of them who are employed solely depend on the government and a greater percentage of them yearn for the non-existent, non-government organization or corporate bodies for their unused labour which according to Byrness and Stone (198, 147) “People are only unemployed when they are unable to work and would be willing to accept a prevailing wage paid to people that posed the stroll they have but either cannot find or have not yet joined suited employment”. Burness believed that a person becomes unemployed when he has a required skilled to sell to an employer who is willing to buy his skill for a wage. The problem of unemployment can be reduced if the already existing establishment within Oji-River Local Government Area are effectively managed.
The first problem that confronts the young job seeker is that he seek hope on getting mainly administrative jobs, which with the changing economic trend and high labour cost becomes very expensive for the employer who will prefer to improve the skill of his staff or computerize his company thereby cutting labour cost and maximizing his profit. When this becomes unemployed with little or no hope of getting employment because of the changing tends, modernization and technological development of labour management based on this short fall in employment becomes a problem. One way to improve unemployment is through the effective management of resources in an establishment.
Effective management of resources in an establishment in Oji-River encourages specialization and division of labour which means that more people will be needed to perform the certain functions and more and more will also be encouraged to exhibit the dexterity in certain skills so as to perform the tasks more effectively at a higher rate of output so as to meet the demand of their customers, by this specialization is encouraged as opposed to the use of computers which needs few people to feed information into them. Effective management of scare resources in Oji-River will reduce unemployment and the dependence on government corporate bodies as the last hope of jobs seekers for engaging income generating ventures.
As a matter of facts, this will put smile on the faces of school levers who will be assured that they can be gainfully engaged and acquire proficiency in desired skills through their engagement in profitable of any establishment. The effective management of resources in Oji-River Local Government Area will no doubt, eradicate or reduce the social outcry about the tills perpetrated by the employed people who as a matter of fact constitute a social menace to the society. Some of the soil toilers and moilers will however be employed by these establishment.
STATEMENT OF THE PROBLEM
The problem of how unemployment can be solved by the effective management of resources is the core of the study. The researcher intend to find out what effect, effectively managed resources will have in the reduction of unemployment rate in Oji-River Local Government. The populations on which the study will be based on the researcher intend to look at based on the operations of the establishment within the area and how effective the manager of these business or establishment will contribute in the study area.
PURPOSE OF THE STUDY
The purpose of the study is to elicit the use of effective management of scarce resources as a means of reducing unemployment problem within Oji-River Local Government.
SCOPE OF THE STUDY
The scope of the study is to find out how unemployment problem can be solved through the proper use of scarce resources in establishment. The study will be limited to Oji-River Local Government Area which will be used as the study population for the basis of the study.
RESEARCH QUESTIONS
- Is there any way(s) to improve on the present mode of operations of resources through effective management?
- Can it create employment opportunities in Oji-River Local Government Area?
- In what way(s) can effective management of resource be used as a tool reducing unemployment in Oji-River Local Government Area?
RESEARCH HYPOTHESIS
Ho: there is no way to improve the present mode of operation through effective management.
Hi: the present mode of operation can be improved through effective resource management.
Ho: effective resource management cannot create enough employment to reduce drift from rural to urban area.
Hi: Effective resource management can create enough employment to reduce drift from rural to urban area.
SIGNIFICANCE OF THE STUDY
The significance of the study states who should benefit from the research and how. The study will go a long way in helping to achieve the strong impression. The effective management of resource will create in solving unemployment problem in Oji-River Local Government Area and Nigeria in general. It will also reduce the mismanagement of resources that leads to termination of worker in an establishment thereby creates unemployment in the Local Government.
DEFINITION OF TERMS.
It is good to give operational meaning to the word misinterpretation by readers. The term associated with this study will be clearly defined and provisions will be made for other definitions as they occur while the study is progress.
UNEMPLOYMENT
According to R. T Byreness and G. N. Stones (1981, P. 147) is the amount of the unused labour involving skilled or unskilled people who are willing to work but could not secure employment as a result from the bulk of dependent people in the society.
ESTABLISHMENT
The basic structures and facilities necessary for a country or organization of functions efficiently.
MANAGEMENT
Management from a layman’s view is getting things done through and with people aimed at achieving ones personal goal or in contest with the goals of the organization.
