Usually the conventional theories considerrnthe lo~ temperature plasma as a system containing mobilerncharged particles and neutral atoms or molecules. Inrnthis thesis the theory of some collective properties ofrn"dipole plasma" that consists of charged particles andrnpolar molecules with constant dipole moment as the neutralrncomponent is developed.rnIn such a plasma the dipoles interact "'ith therncharged particles and the self-consistent fields that arisernin the non-equilibrium state of the plasma. '1'he interactionsrn",ith the electrons and positive ions result in somerncorrection terms in the thermodynamic functions of plasma;rn",hereas, the dipole interactions with the self-consistentrnflelds lead to some new physical effects such as thernshifting of plasma frequencies, and appearance' of additionalrndamping plasma waves and a new branch of eigen-vibrationrnwhich we call the "dipole-acoustic "lave".rn'rhese phenomena in dipole plasma are investigated with thernhelp of a collisionless kinetic equation derived for thernrotational degrees of freedom of the dipoles.rnThe dielectric t.ensor is calculated from a perturbationrnanalysis on the distribution function of the dipole plasma
