The objective of the study was to asses the achievement and challenges of Balanced Scorecardrnimplementation in Addis Ababa city Administration Trade and Industry Development Bureau ofrnGuelele and Arada Sub- Cities offices.Both qualitative and quantitative methods of datarnwere usedrnand sixty respondents participated in the study. The respondents were selected using purposivernsampling method from the population of one hundred. The study was carried out from March,2014 â€“rnMarch, 2015.The study result shows that there were thirty (50%) of the respondent replied that BSCrnprovides benefit for Work organization . It uses as the cornerstone of an organizationâ€™s management systemrnsince it helps to align and support key processes, including clarification of strategy, communication of strategy,rnalignment of multiple objectives, alignment of strategic initiatives, and linking of strategic objectives to longâ€“rnterm goals. Seventy (70%) of the respondent responded that there was still a challengeinthe process ofrnachieving to globalization, electronic commerce, diversification of the workforce, the learningrnorganization rapid technological advances, governmental regulations, and increasing competitivernforces in the environment. Therefore, this shows that BSC in the studied organization is in infant orrnemerging stage. The practical experience of Addis Ababa city capacity building Bureau were settingrnthe evaluation criteria the same to all sector offices and cascade BSC document to the sub-cities, sub-rncities cascade to woreda without making any adjustment or amendment on the cascaded workrnevaluation criteria. In this study the researcher recommended that to bring one self into the line ofrnglobal competition and to improve work efficiency and effectiveness the Addis Ababa Trade andrnIndustry Development Bureau should give intensive training and continuous follow up to theirrnemployees before cascading the Balanced Scorecard
