The process of making education universal has become both very important andrnmost challenging commitment for most low-income countries. This endeavor, in spiternof creating many school places and bringing about a relative decrease in thernenrollment has stretched the scarce resources of these countries beyond the limits ofrnbeing effective in attaining the goal of universalizing of primary education. Therninability to satisfy the growing needs of more school places, more teachers, morernequipment and facilities as well as more learning and teaching materials only fromrndomestic source of resources forces officials to look disparately for any alternativernat least not to let the situation get worse that is external aid. Thus the main purposernof this study was to assess the practices and the problems of donor support inrnprovision of primary education in Oromia Regional State.rnThe method employed was descriptive survey and the data were collected from ninernzones of twenty Woredas of donor catchment's areas of the region. Totally 130(onernhundred thirty) subjects (80 beneficiaries, 20 donors and 30 decision makers)rnselected by purposive and availability sampling techniques were included in thernstudy. The data were collected by means of questionnaires, interviews and fieldrnobservations transcribed and analyzed qualitatively and quantitatively usingrnstatistical tools such as percentage, weighted mean, chi-square, t-test, f-test andrncorrelations .rnThe major findings of the study indicate that donors don't provide the budget timely,rnand this resulted in increased cost. The amount of budget is less than the requiredrnone, and this shows lack of transparencies on budgetary matters among thernconcerned body. It is also observed from the study that determining priority is thernjoint decision of only donors and OEB, but this exclusion of the beneficiariesrnresulted in poor accomplishments of the educational project. The sustainability ofrnthe educational projects are also completely depends upon the external aid.rnTherefore, it can be concluded that the implementations of donor assistedrneducational projects remained inefficient and ineffective in the region.rnTherefore, it is suggested that further studies must be conducted on the issuesrnunder the consideration. In addition, making agreement around the objectives of therndonors, proper use of the budget, involvements of beneficiaries in making decisionsrnof priority and the sustainability of the projects are indispensable for the effectivernand efficient implementations of educational projects.
