Ethiopian TVET system is reformed with the intention of providing the economy with middlernlevel skilled workforce and alleviating poverty and its implementation is under way. Thernimplementation phase of any change process is typically the most failure- prone. To this end,rnthis study was designed to assess the practice and problems that hinder the successfulrnimplementation of TVET reform in West Haraghe zone. Descriptive survey was the researchrnmethod employed to identifY the scale and nature of problems of TVET reformrnimplementation. The study was conducted in six Woredas and four TVET institutions, WestrnHararghe zone TVET offices and Oromia TVET Agency . Trainers, Trainees andrnManagement bodies were selected from sample TVET institution by systematic samplingrntechnique. Three separate questionnaire, interview and focus group discussion guide, werernemployed to col/ect data from a total of 251 respondents. In addition, check list was utilizedrnto collect data from Zone and Woreda TVET Offices and TVET institutions. The datarngathered through questionnaires were analyzed by employing statistical tools such asrnfrequency, percentage, mean, standard deviation, grand mean Cruskal-Walis test, MannWhitneyrnU-test, independent sample t-test and one way ANOVA. The tests were made withrn95% (a= 0.05) level of confidence. The result of the study portrayed that the efforts thatrnhave been made to create the enabling environment for TVET reform implementation werernconstrained by poorly built consensus among the stakeholders, poorly committed andrnfunctioning of established TVET governance, poor linkage of market place requirement andrndelivery systems, theoretically dominated training approaches ,and poor allocation ofrnresources. This implies that the preparations made, and the results obtained might not bernpromising in the realization of TVET reform implementation. Hence, it is inferred that thernimplementation of TVET reform seems poor and the intended success in terms of formalrnTVET might not be attained. The alternative solutions recommended to be addressed by WestrnHararghe Zone and its respective Woreda TVET offices and TVET institutions are: revisitingrnthe implementation plan, undertaking planned market need assessment, establishing strongrncooperative training system with employers, mobilizing relatively adequate resource, andrnproviding at least one TVET institution per three Woredas with meaningful involvement ofrnstakeholders.rn,
