The purpose of this study was to conduct an assessment of humanrnresource training and development programs offered in sub-city educationrndepmtments of Addis Ababa for the last five years; to identify thernstrengths and weaknesses of the trainings and finally to forwardrnrecommendations. The study was carried out on five sub-city educationrndepartments. The sub-city education departments include Arada, Kirkos,rnLideta, Nifas Silk Lafto and Yeka. These sub-cities were selectedrnrandomly. The respondents of this study were 15 education and trainingrnofficers at sub-city and kebele level who were directly responsible forrnhuman resource training and development and 100 educational expertsrnthat include department heads, team leaders and supervisors found bothrnin kebele and sub-city levels. To conduct the study, simple randomrnsampling and pwposive sampling techniques were employed.rnQuestionnaire and interview were used as data gathering instruments.rnAnd the data gathered were interpreted and analyzed by using d escriptivernand inferential statistics. The result of the study revealed that, trainingrnneeds assessment was highly influenced by top level managers andrnimmediate supervisors while the participations of employees were not getrnattention. Most of the time, training and development needs werernprioritized based on availability of budget. Training methods were chosenrnbased on the level of trainees and interest of trainers without taking otherrnthings in to account. With regard to post-training discussion, the findingsrnindicate that the issue was not experienced. Based on the major findings,rnrecommendations are forwarded. Training needs assessment shouldrninclude employees participation. Training methods have to be chosenrnbased on clear criteria. Post-training evaluation has to be takes placernregularly.
