Civil registration is a state- run information system, which providesrnindividual and aggregate information, from a single source . The compiledrnstatistical information from these same records are required by thernsociety and the state, in the planning, service rendering, monitoring andrnevaluation of economic and social services at all levels of governmentrnadministration. The study has. theaim of developing a comprehensivernunderstanding of perceptions, current practices and legal and policyrnframe works on civil registration and vital statistics system at differentrnlevels and proposing new approaches for a fully functional civilrnregistration system that is compulsory, universal, permanent andrncontinuous in Ethiopia in general and in Addis Ababa in particular.rnHence, this study was conducted to assess the performance of civilrnregistration and vital statistics system, the case of Addis Ababa CityrnGovernment.rnFor the purpose of this study, data were collected using questionnaires,rninterview, focus group discussion and document review. Samples ofrnrespondents were drawn from diverse population on the basis of randomrnsampling (employees, customers, officials, professionals , consultants,rnprocess owners, top management and federal ministries and agencyrnofficials). The data were analyzed using both qualitative (descriptive) andrnquantitative approaches.rnThe findings of the study revealed that kebeles and sub cities are capablernof handling the service delivery and management of vital registrationrnsystem in Addis Ababa. Another finding of this study is that there is nornpermanent, compulsory and continuous vital events registration systemrnoperating in Ethiopia. The office of vital registration is effective inrnachieving the intended objective by providing its customers standardizedrnservice. For the system to work, it should be legally established run byrnresponsible government body, centrally coordinated and compulsory.rnTherefore, it is concluded that the government should speed up, thernexisting civil registration legislation process currently underway.rnTherefore, it is recommended that the population must be oriented to thernneed value, and purpose of vital registration. It is also suggested to usernUN guidelines and recommendations as a basis in the civil registrationrnand vital statistics systems. It is also suggested that, there should berninstitutional linkages in facilitating integration, h harmonization andrncoordination of efforts in order to avoid currently going on duplication ofrnefforts. The government should be involved in capacity building,rnadvocacy and work in partnership with NGOs and civil society. Further,rninitiation and implementation of vital registration system requiresrnvarious studies and researches before such a program is started .
