The purpose of this study was to assess success achieved and the challenges encountered inrnthe implementation of occupational assessment and certification programs conducted byrnOCACC during 2011/12 in Addis Ababa City Administration. Both qualitative andrnquantitative data were collected through questionnaires, interviews and document reviews.rnQuestionnaires were distributed for assessors, experts and graduates who took occupationalrnassessment whereas interviews were conducted with both Directors (of Addis Ababa TVETrnagency and OCACC) and ACs coordinators. The data were analyzed and interpretedrnquantitatively as well as qualitatively. The data obtained through questionnaires werernanalyzed using statistical instruments like percentage and weight mean values. Besides,rnqualitative data were presented with in a form of narration and direct quotation style. Thernresults obtained from the study advocate that Inappropriate organizational structure of therncity; Shortage of financial and material resources; poor standard of certification program;rninefficient assessors, lack of awareness regarding OCACP, lack of competent human power,rnlack of commitment of concerned bodies, lack of adequate budget are major challenges ofrnOCACC. Relatively, there were some successes achieved from the program among of whichrnthe most important were, the assessment created employment opportunity, helped graduatesrnto be competent in the market, strengthen capability of assessment centers, Identify weak andrnstrong performances and certificates awarded by OCACC produced opportunity forrnpromotion, for entrance of higher education and employment opportunity. Finally, based onrnthe findings and conclusions, the following points were recommended to address the existingrnchallenges and raise social awareness about the importance of OCACP in the city. Necessaryrnequipments, machineries and other facilities should be fulfilled in ACs; centralized system ofrnOCACC should be decentralized; adequate qualified and competent human power, financialrnand material resource capacity in OCACC required to be fulfilled; raise awareness forrnstakeholders; preparing standardized assessment tools; assigning competent, experiencedrnand committed industry assessors and assessment schedules may implemented in actual timernKey Words: Assessment, Assessment Center, Assessors, Center of Competency, Certification,rnOccupational Assessment, Occupational standards, Graduates and TVET
