The purpose of this study was to analyze the developmentrnprocess of the Bahir Dar Teachers' College Pedagogicalrnsyllabus with the intention of determining its effectiveness.rnA model was identified and relevant literature wasrnto have an understanding of the principles andrnemployed in the process of syllabus development inrnthe identified model. An attempt was made to seernbetween the model and what has been practicedrndevelopment of the program.rnreviewedrncriteriarnlight ofrnthe fitrnin thernTo this end different methods of data gathering tools such asrnquestionnaire, interview and document analysis were used tornget the necessary information. The data obtained through therndifferent tools and document analysis was interpreted andrnanalyzed.rnThe findings indicate that the syllabus for the pedagogyrnprogram was first developed in 1973-74 and was revised 1nrn1977-78. The first syllabus was found to have been developedrnfollowing a systematic procedure guided by a theoreticalrnframework. In the process attempts were made to follow thernobjectives model to some extent. Needs were assessed andrnobjetives were determined on the basis of the informationrnobtained. content selection and evaluation were also pointsrnof conern in the development of the syllabus. However, therernwere certain limitations and these were attributed tornshortage of time caused by the urgency of the task.rnThe second revised program appeared after the "EdgetrnBehiberet Zemecha". The development of the revised programrnwas found out to be lacking any theoretical framework used asrna guideline due to lack of clearly set educational aim. Thisrnwas so because the direction of the Ethiopian Revolution byrnthen was not known to anyone so as to formulate a clearlyrndefined national aims of education. Though the syllabusrndevelopment process of the college was influenced by factorsrnwhich hindered it not to follow any systematic procedure atrnits initial it has remained without being revised since then.rnAfter analysing the findings it was concludedrnsyllabus development practice fails to fit thernmodel and is found to be ineffective.rnthat thernobjectivesrnBased on the findings, which includes the views of therngraduates of the program, it is recommended that the programrnneeds to be revised in such a way that defects could bernrectified
