The purpose of this study was to identify and investigate the major factors thatrninfluence the implementation of FAL program in Bole Sub City of Addis Ababa. Basedrnon research problem Descriptive Survey design was used and in order to realize thernobjectives of the study mixed research method was employed. The study accounts forrnprimary and secondary data. Among primary sources; facilitators, clusterrnsupervisors, FAL coordinators and documents were involved. Among secondaryrnsources of data; annual reports and documents were used. The study was conductedrnin 14 FAL centers which were selected by using simple random sampling for Woredasrnhaving more than one FAL centers and available sampling for those Woredas thatrnhave only one FAL center. The study involved 14 Cluster supervisors, 14 FALrnCoordinators, and 52 Facilitators. FAL coordinators and Cluster supervisors werernselected by available sampling method. Facilitators were selected by availablernsampling method from FAL centers that were selected to be part of the study.rnQuestionnaires, interviews and document inventory were the instruments applied torngather information from the sampled population. The information gathered throughrnquestioners was analyzed in appropriate statistical tools such as frequency,rnpercentage and mean value, and integrated with information gathered throughrninterview. Based on the analysis, the findings disclosed that the roles of FALrncoordinators, supervisors and facilitators were not accomplished at high level ofrnperformance in the Sub-City. In addition to these, the findings of the study disclosedrnthat the dropout of functional adult literacy in the sub-city was very high as comparedrnto other educational programs. The findings of the study also disclosed that lack ofrnmanagerial skills, lack of community participation, lack of training and professionalrnsupport were some of the gaps. The finding also shows that lack of monitoring andrnevaluation, lack of accountability and responsibility were some of the factors thatrnhighly affect the implementation of FAL program. Thus, from the finding it is possiblernto conclude that the implementation of FAL program in Bole sub-city was not carriedrnout according to the principles and guide lines of FAL program. Based on the finding,rnthe researcher recommended that if the selection and training of facilitators,rnawareness creation and Institutional supervision carried out according to thernprinciples and guide lines the program will be effective
