This study attempts to assess the status, opportunities and challenges of achieving UPE in Sululta Town administration of Oromia regional state, focusing on identifying the major challenges that hamper educational participation of sululta children and proposing possible intervention strategies for policy makers and planners and other stockholders to enhance primary education participation with quality education in Sululta. The study used the primary and secondary source of data. And also to achieve this, the study employed a descriptive survey method. to show the influence of the availability of school facility, the opportunity of government policy and socio-cultural, socio-economic, in-school, administrative and other challenges on UPE in sululta town. To ensure the representativeness of the respondent judgmental sampling is adopted and also the data for this study was collected using self-administered questionnaires and responses of survey data were analyzed using spss (V. 21). Based on the data collected from a survey of 104 respondents in sululta town teachers, principals, expert and PTA the result shows that the availability of school facility and quality of teaching material in sululta town is low, in addition under the opportunity to UPE except policies favorability, the political will, private investors and NGO participation, religiousrnVIII | P a g erninstitution and the community participation in attainment of UPE is low. More over in socio cultural challenge all factors negatively affect the attainment of UPE in Sululta town, under the socio-economic challenge children’s household labor, parents educational back ground and poor health and nutrition factors highly affect the attainment of UPE. The other factor from the study finding shortage of qualified teachers for 1st and 2nd cycle and lack of basic teaching material highly affect the attainment of UPE. The study reveals that all administration challenges affect UPE in sululta finally absence of qualified teachers for 2nd cycle highly challenges the attainment of UPE in sululta town.rnTo overcome those problems related with UPE in sululta town The study recommend alternative strategies like Expansions of non-formal and adult education, increasing the role of private sector, religious institution, NGO’s, improving school environments, expansion of available school buildings and classrooms from locally available materials strengthening school community partnership provision of quality teaching materials.
