The purpose of the study was to examine the practice, challenges and opportunities leadershiprndevelopment in Addis Ababa City Administration Education Bureau . To conduct the research threernbasic questions was proposed to examine the practice, challenges and opportunities leadershiprndevelopmentby using a descriptive survey design. In conducting the survey, quantitative tools wereusedrnto collect the data. The research method employed was quantitative research method. Based on this arntotal of 55 sample respondents were involved by selecting using Stratified sampling techniques fromrn183total populations. This sample included 12 education bureau officials, 16 preparatory Schoolsrnleaders, 15 sub city education officials, and 12secondary school supervisors. The primary datarnwere collected though questionnaires and interview, and the secondary data were collected fromrndocuments. SPSS version 23 was used to analyze and interpret the data. The finding of thernanalyzed data were interpreted and narrated thematically. The study findings indicate that,rndifferent efforts was made bythe organization to improve the practice of leadership developmentrnprogram; but it has not considered the dynamic environment,its impact was not evaluated, thernpractice to solve the challenges were not strong, and using of the existing opportunities torndevelop educational leaders specially focusing on leadership competence and working withrndifferent stakeholders werenot at the expected level. Therefore, Addis Ababa city administrationrneducation bureau needs to improveleadership development program and take action to evaluaternits impact to improve the future action. Beside to this, the Education bureau mobilizes resourcesrnand engages stakeholders to solve the existing challenges
