The main purpose of this thesis was to examine major problems therneffectiveness of cluster school program in teaching learning process inrngovernment primary schools: the case of Jima Ganati woreda. The statement anrninvestigation of the opinions technique is participated to critical inspection thernproblem. The away investigate is taken in seven cluster primary schools. Thernsubjects included 60 teachers, 7 supervisors, 90 Students, 20 Principals, 14rnVice principals, 45 Department heads, 8 Education office workers were bernsample selected. Questionnaire was administered accordingly. In addition torninterview, teaching performance observation, document observation andrnmaterial observation were also used. The quantitative data gathered throughrnquestionnaire was analyzed using frequencies and percentages. Qualitativerndata, which were gathered using interview and observation, were analyzed byrninterpretation. The study in its that major findings lack of monitoring andrnfollow-up from the concerned officials, lack of space, female participation andrnICT problems also had its negative impact on the appropriate working ofrncluster resource center. On the other hand, the study in its that conclusionsrnthat lack of space officer and class room, ICT in education, female’srnparticipation in the teaching learning process, increasing dropout and repetitionrnstudents, attention teachers with community relations were discussedrnparticipation in school improvement, regular follow-up and monitoring wererninfluenced the effectiveness of cluster primary schools. Therefore, the studyrnrecommends that Jima Ganati Education Bureau need to do regular follow-uprnand monitoring affected the Effectiveness of CRC innovation. Schools need tornwork innovative action and collaborative at Cluster Resource Centers. Then,rnTeachers need to be done full interest and voluntary to go to Cluster ResourcernCenters to avoid attitude spare time, should be paid for any engagement andrnleisure time. Cluster primary school need build the problem of space officer andrnclassrooms effectiveness in CRC. The stakeholders of cluster primary schoolrnand the community at large should consider the problem of space officer andrnclassrooms in cluster resource centers. Since cluster centers are places whererninstructional problems are solved it is advisable if beneficiaries of CRC initiaternproject to make the Society and Non-Governmental Organization Hareto branchrnto take the initiative in feasibility
