The main purpose of this study was, to assess the preparation and implementation of educationalrnplan and thereby to identify the major challenges that affect its proper implementation, and findrnsolution to ensure the success of plan implementation in government secondary schools of SouthrnWest Shoa Zone of Oromia Regional States. The study was conducted in six secondary schoolsrnfrom five woredas by using purposive sampling technique. For the attainment of this, descriptivernsurvey research design was employed. Sample teachers were selected by using stratifiedrnsampling technique whereas the school leaders and education office experts were taken by usingrnpurposive sampling techniques. The data gathering instrument used were questionnaires,rninterview and document review. To analyze data, the Statistical Package for Social Sciencern(SPSS) version 20 was used. The quantitative data obtain from respondents were analyzed andrninterpreted with the help of descriptive statistics: like: frequency, percentage and mean, and byrninferential statistics mainly using t-test. T-test/ was used to analyze the significance difference ofrnthe two groups obtained through questionnaires from teachers and school leaders. The findingsrnof the study revealed that educational strategic plans were prepared in selected school. They userneducational strategic plan of woreda, REB and MoE as a base and collect various informationfor the preparation of their plan. The plan is integrated with woreda, Regional, national andrninternational goals. However; the plans have serious problem in Stakeholder’s involvement inrnimplementation, Plan monitoring and evaluation, Problems related to availability and utilizationrnof resource. Hence from the result of the study the practice of plan preparation in schools wasrnsomehow to the moderate. But concerning plan implementation, its level was on a seriousrnproblem. To minimize and improve the problems, the woreda education offices, teachers andrnprincipals are recommended to allocate adequate budget, create income generating mechanism,rnmake active participation of stakeholders, establish or form the structures for continuousrnMonitoring and Evaluation on plan preparation and implementation in an active and continuousrnparticipatory action.
