Targeting Practices In Urban Productive Safetynet Program And Its Implications To Household Food Security In Addis Ababa Ethiopia A Case Study From Woreda 05 Addis Ketema Sub-city
The purpose of the study was to assess the targeting practices in Urban Productive Safety NetrnProgram and its implications to household food security in a woreda 05, Addis Ketema sub city,rnAddis Ababa. The beneficiary household survey was conducted among 338 participants of in thernstudy area. Data was collected using a questionnaire. The method of data analysis was threefold: firstly, asses the UPSNP beneficiary targeting practices particularly the Proxy Means Testrn(PMT) scores of beneficiaries in the study area. Secondly, Household Food Insecurity AccessrnScale (HFIAS) used to determine the food security status of households in the study area.rnThirdly, ordered logit model was used to determine which of our independent variables have arnstatistically significant effect on food security status of households. The results show that, thernPMTs were 69.8% below the median score and 30.2 above the median score, and of the selectedrnsamples; Approximately 2.1% of households were categorized as food secure, 30.5% as mildlyrnfood insecure and 45.3% as moderately food insecure and 22.2% as severely food insecure. Thernresults of the regression analysis shows that gender, age, marital status, education attainment,rnincome, health status, and household size are found to be more significantly associated withrnfood security status of a household in the study area. The study recommends that localrngovernment at (federal, city, sub city, and woreda level) give attention on to the performance andrnimpact of the UPSNP among the intended outcome of the programe, and give attention onrnhouseholds Proxy Means Test indicators depending on city’s situation, and policy initiatives inrnurban areas towards entrepreneurial programmes and employment creation, as well as skillsrndevelopment to unlock the potential of households to ensure their food security.rnKeywords: PMT, UPSNP,HFIAS, Ketena, Woreda, Addis Ketema, Addis Ababa
