Today many countries in the world are trying to change their philosophy of punishment. Asrnsuch, incarceration, directed towards mere confinement, is being replaced by rehabilitation,rndemonstrating a major paradigm shift. Scandinavian countries in particular are successful inrnestablishing this approach, which emphasizes the effectiveness of rehabilitation in helping tornreduce recidivism. The prisons also speak a lot about rehabilitation. They name their prisonrnማረሚያቤት (Maremiya bet) and invest a lot in rehabilitation activities. However, they remainrnplaces of punishment. This thesis addresses theoretical as well as conceptual queries aboutrnrehabilitation in its broadest sense. Moreover, based on relevant empirical data, it exploresrnwhy rehabilitation is not effectively implemented in FPK prison. By conducting observationsrnand interviews, it attempts to identify the problem specific to the FPK. Also, it points out thernrole rehabilitation would play towards the reduction of recidivism. Finally, enduringrnchallenges as well as concrete measures that should be taken by key stakeholders, to addressrnthese challenges, have also been spotted.
