Waste is becoming a major public health and environmental concern in Addis Ababa. Itsrnimproper and inadequate management leads to substantial negative social and environmentalrnimpacts. The problem has been aggravated due to ineffective institutions and lack of responsiblernand incapacitated autanomous public bodies. This paper therefore, presents institutionalrnanalysis of waste l17anagment system in Addis Ababa. It aims to review the rules in use,rnimplementation capacitites of waste managment-organs and-to asses the existing ol'ganizalionalrnsetups of waste management and environmental protection organs in the city.rnThe study employed qualitative research method, to review effectiveness of purposively selectedrnwaste management organizations (Solid Waste Administration Agency and Addis Ababa Waterrnand Sewerage Authority). Furthermore, various policy documents reviewed and in order tornsupplement it checklists employed to assess the rules in use, inter-linkage and the capacity levelsrnof organizations.rnIn the city, the core of the problems of waste management are absence of clear roles andrnresponsibilities among competent organs, recurrent organizational restructuring and inadequaterninstitutional, organizational and individual capacity. Among others, varied economic nature ofrnsolid and liquid waste management aggravates the problems. Furthermore, poorly functionalrnintelplayexists in the absence of accountability and responsibility of organs.rnTherefore, for an effective and sustainable waste management there should be clear and strongrnaccountability mechanisms and local government collaboration with other stakeholder.rnInvolvement of social inji'astructures such as "Idirs", for reaching the wider community,rnimmediate capacity development measures and clarifYing the overall coordination frameworkrnamong the city 's environmental protection and waste management organs required essentially.rnKey Word s: Waste Management, Institutions, Organs
