An a t tempt has been made i n this study to examine thernproblems of information development and information andrndevelopment in Uganda. Uganda has potential for soil-eoonomiorndevelopment. Transport and communication are reasonably wellrndeveloped. Information communication i s however, still arnproblem. There is no single national language used in allrnparts of the country. English, the official language , has notrnspread adequately t o serve as a common medium ofrncommunication. The present economic infrastructure cannotrnsupport national free and compulsory basic education torneradiate illiteracy.rnInformation activities i n the country are weak .rnInformation seeking and use behavior has not evolved t ornconstitute a high demand for information . Access to technicalrnand specialized information is still limited t o a smallrnsection of the society the educated and elite working andrnliving in towns. Almost all media infrastructure and otherrnsupporting infrastructures are urban based. The availablernmedia services are not adequately serving the rural people whornconstitute more about 90% of the population of Uganda.rnInstitutions in the rural areas cannot buy and maintainrninformation on dissemination equipment and materials due t ornpoverty and illiteracy. Multiplicity of languages also limitsrnmedia services. Information as an overall resource tor nationalrndevelopment needs t o be properly coordinated. There is need t orncoordinate information on generating and disseminatingrnintra structures in the country. Information policy issues and their implications arerndiscussed.
