Human resources are the most important assets to an organization and their effective management is the key tornits success . Human Resource Management (HRM) facilitates the most effective use of employees to achievernorganizational goals The rapid expansion in the use of computers has brought the growth in the applications of computer to thernHuman Resource (HR) area . Originally, the use of computers in this area was limited to such routinernfunctions as producing pay checks, paToll reports . etc . Today full fledged Human Resource IntonationrnSystems (HRlS) have been developed that support other activities beyond these routine functions. The various type of systems that co me under HRlS fall into three major categories : Decision Support Systemsrn(DSS), Executive information Systems (E IS) , and Expert Systems (ES) . E:I.-pert systems development in HRrndomains is helpful for solving unstructured HRM activities rn This study experiments with the development and application of ES in HRM , taking personnel selection forrnpromotion in Federal Civil Service Commission of Ethiopia as a case and using existing resources andrnfacilities at the School of Information on Studies for Africa (S ISA ) As a result a prototype expert system isrndeveloped using expert system shell – Knowledge Pro and rule based knowledge representation approach. Thernfeatures and capability of the prototype system developed in this work is demonstrated and discussed .rnThe know ledge required for perfuming the task is extracted from : domain experts, written documents (onrnrules and regulations of promotion process), and anal"Sis of actual cases processed
