Every society and individual need information in thernperformance of its day to day tasks. Timely, reliable andrnpertinent information is required to be presented in a formrnand format convenient to the potential user(s). Informationrnis needed for gainful decision making, effective and efficientrn-rnplanning and management and increasing productivity in allrnsectors and all walks of life; it is needed to supportrneducation at all levels, to enhance the quality of life and torn,create an informed citizenry to sustain democracy. In thisrnregard computers are becoming increasingly more efficient andrneffective tools for the processing, storing, and retrievingrnand delivery of information in various fields of humanrnEndeavour. Developments in information technology, in whichrncomputer technology is the principal core, provide a uniquernopportunity for developing countries to accelerate their sociorneconomic development. However, there are constraints andrndifficulties that hinder the acquisition, maintenance andrneffective application of the technology.rnThe present study surveyed through questionnaires,rninterviews, and site visits the current level of applicationrnof computers in Institutions of Higher Learning in Ethiopia.rnThe situation is not satisfactory as a whole.rnThe study indicated that some institutions do not havernany computer facilities at all, while those that havernencounter problems in their use. The problems relate torncapacity, compatibility, and maintenance of hardware, thernsoftware used, and the quality and number of trained personnelrnavailable for the proper handling of computers and informationrnsystems. There are also organizational problems andrnadministrative constraints.rnBased on the findings of the study, the followingrnprincipal recommendations are offered :rnInstitutions should be encouraged to treat thernacquisition of computers as an investment supported byrnclear-cut definition of computer needs, and technicalrnand economic evaluations.rnOpen access to staff, with proper security like passrnwords, may hasten the development of experience withrnUnder Higher Education, various training institutionsrnshould be established and appropriate courses given inrnorder to promote education and training in computerrntechnology computersrnThe establishment of a higher body at the nationalrnlevel to promote cooperation in computer technology inrninstitutions of higher learning in Ethiopia should bernconsidered. The body's functions will be to promoternand guide the development of computer relatedrnresources and their application in order to anticipaternand meet the future needs of Higher LearningrnInstitutions. Additionally, the body can help inrnmediating and catalyzing exchange of ideas andrninformation among institutions within and outside the country.rnrnrnrnrnrnrnrn:
