An a t tempt has been made i n this study to exami ne thernproblems of information development and information andrndevelopment in Uganda. Uganda has potential for sooio-eoonomiorndevelopment. Transport and oommunioation are reasonably wellrndeveloped. Informati on oommunioati on i s however, still arnproblem. There is no singl e national l anguage used i n allrnparts of the oountry. Bnglish, the offioial language , has notrnspread adequately t o s erve a-s a oommon a edium ofrnoommunioation. The present eoonomio infrastruoture oannotrnsupport national free and oompulsory basio eduoation torneradioate illiteraoy.rnInformation aoti vities i n the oountry are weak .rnInformation seeking and use behaviour has not evolved t ornoonstitute a hi gh demand for information . Aooess to teohnioalrnand speoialized information is still limited t o a smallrnseotion of the sooietYI the eduoated and elite working andrnliving in towns. Almost all media infrastruotur es and otherrnsupporting infrastruotures are urban based. The availablernmedia servioes are not adequately serving the rural people whornoonstitute more about 90% of the population of uganda.rnInsti tutions in the rural areas cannot buy and maintainrnintormati on dissemination equipment and materi als due t ornpoverty and illiteracy. Multi plicity ot lanquaqes also limitsrnmedia services.rnInformation as an overall resource tor nationalrndevel opment needs t o be properly coordinated. There is need t orncoordinate intormati on qeneratinq and disseminatinqrnintra structures in the country. Appl icati on ot intormation t ornnati~nal~ develop~ent should bern.~ , done consoiously andrndeliberately not accidentally or haphazardly.rnIntormatics will not malte an impact on national andrnintormation resource shari nq in support ot development wi thoutrna national intormati on coordination and clear a policy onrnintormation. without proper ooordination and applioations ofrninformation, involvinq into information activities miqht proverna liability, exposinq the nation to unchecked exploitation .rnProper coordination requires well trained and competentrninformation personnel.rnInformation policy issues and their implications arerndiscussed. Policy stat ements relatinq to information systemsrnand services, and their i mplementation steps have beenrnsuqqested.rnFinally, some short and lonq term recommendations in thernview of information infrastructure development in uqanda tornsupport national development have been made.
