Transport and oommunioation are reasonably wellrndeveloped. Informati on oommunioati on i s however, still arnproblem. There is no singl e national l anguage used i n allrnparts of the oountry. Bnglish, the offioial language , has notrnspread adequately t o s erve a-s a oommon a edium ofrnoommunioation. The present eoonomio infrastruoture oannotrnsupport national free and oompulsory basio eduoation torneradioate illiteraoy.rnInformation aoti vities i n the oountry are weak .rnInformation seeking and use behaviour has not evolved t ornoonstitute a hi gh demand for information . Aooess to teohnioalrnand speoialized information is still limited t o a smallrnseotion of the sooietYI the eduoated and elite working andrnliving in towns. Almost all media infrastruotur es and otherrnsupporting infrastruotures are urban based. The availablernmedia servioes are not adequately serving the rural people whornoonstitute more about 90% of the population of uganda.rnInsti tutions in the rural areas cannot buy and maintainrnintormati on dissemination equipment and materi als due t ornpoverty and illiteracy.
