Investigate The Impacts Of Competency Based Computerized Assessment On The Quality Of Tvet Occupational Competency Assessment Certification System And To Propose Improvement Model (a Case In Addis Ababa City Administration)
The Thesis aimed at investigating the impacts of competency based computerizedrnassessment on the quality of occupational competency assessment andrncertification system implementation in TVET in Addis Ababa city administration.rnThe study used a mixed research design, employing both quantitative andrnqualitative data. Purposive sampling and simple random sampling techniquesrnhave been used. The data has been collected using questionnaires and interviews;rnand secondary sources such as reports and policy documents are used. Thernfinding revealed that the extent of deviation of practice of occupationalrncompetency based computerized assessment from the standard procedure andrnprinciples were beyond acceptable level. Rent seeking practices and interferencernof training regulator are some among major challenges. The encoding, handlingrnand managing of assessment tool at CoC authority level is also not secured andrnincapability of the leading and implementing body is basically manifested byrninability to implement the system as per the standard procedures and principles.rnPractices out of standard procedures in assessment centers like shortages ofrnresources are indications for the incapability of proper implementations. Thernimpacts encountering the implementation of occupational competency basedrncomputerized assessment could be mitigated through the new model ofrncomputerized assessment implementation and enhancing the leading andrnimplementing capacity of the federal and city administration bodies. Assessmentrntool encoding, managing and controlling system could be established at federalrnlevel and keeping continuous capacity building and improvement activities.rnUtilizing resources for competency based computerized assessment based on thernstandard in the entire process, from registration to the assessment, is also part ofrnsustainable solutions for the challenges.
