The purpose of this study was to explore the practice of the FDRE Ministry of Foreign Affairsrntowards The Egyptian Public. Ethiopia and Egypt shared a long history and civilization andrncentral to their rel at ion was the Nile River. For so long their relation was based on thernconventional diplomacy practice and the notion of public diplomacy on the side of Ethiopia is arnnew as a concept and as a practice. The nature of their relation therefore was biased by theirrnhostile relations over the control and use of the ri ver that has led to mistrust and suspicionrnbecause of the prevalence of the hegemonic rule between the two counties. Therefo re the studyrnlooks at how the Mini stry of Foreign Affai rs sets agenda in its practice and challenges it faced.rnThe major findings were that the mi nistry does not have a public diplomacy and communicationrnstrategy in general and when it comes it Egypt, in particul ar. Also there are no educational andrncultural exchanges from the side of Ethiopia and in the use of international broadcasting to reachrnits Egyptian public. With regards to social media tool s, reaching the Egyptian public was more ofrnreactive than proactive and language was barrier. The role of stakeholders is also a newrnphenomenon in the practice and their hostile relations have also impacted their economicrnrelations. To conclude, the study found that the practice of public diplomacy was defined by thernhegemony over the control of media and negative attitude of the Egypt have hindered therncreating of mutual understanding and engagement between the two countries.
