The Fundamental role of public relations is to promote the activities of the organization.rnThe media on the other hand are expected to use diverse sources in order to present differentrnsides of the story. This typically leads to a good relationship between the media person andrnpublic relation officers. Public relation need the media as a channel to broadcast its message,rnwhile the media need public rela tions to get access to source material.rnThe main purpose of this study is to explore the communication practices and sh'ategiesrnto public relation of Ethiopian Revenues and Customs Authority. Research questions werernraised in the study. In order to meet the objective of this research, the researcher has customizedrnthe qualitative method to explore the appropriate communica tion practices and data to berncollected in the organization.rnThere are models and theories relating to communication practices and sh'ategies were widelyrndiscussed in the litera ture review part. The resea rcher used the Grunig and Todd Hunt models,rnthe fundamental theories employed in the study were public relation theory and persuasionrntheory.rnData were collected through Qualitative type of research methods designed. By means of datarnanalysis, individual in-depth interviews, participant observation as well as database materialrnanalysis, which helps for the appropriateness of contents of the messages intended to reach therntarget audiences.rnThe practices and sh'a tegies of communica tion to public relation of Ethiopian Revenues andrnCustoms Authority, ill depth interviews were administered on three groups of informationrnrespondents; heads of public relation, public relation officers / commwucation experts andrnselected tax payers. The responses were presented and analyzed using relevant tools. The studyrnwas based in Addis Ababa main office, and four medium tax payers' branch offices.rnThe study has also forwarded recommendations that have a common understanding betweenrnthe public and organiza tions, symmeh'ical communication is very important. This helps tornminimize misunderstanding between people and the organization. Because development isrnunthinkable without the participation of the public.
