Internally displaced person (IDPs) are a person or a group of people who displaced fromrntheir home or permanent residence and flee to another part of their country without crossingrninternational border because of natural or manmade disasters. Since IDPs are a person orrngroup of people who displaced from their property and home, they are vulnerable groupsrnwho need special protection and assistance. Because of this the relevant international lawrnlike GP and KC, imposes primary obligation on state to provide protection and assistance torntheir IDPs within their territory.rnThe protection and assistances provided to IDPs have enforced through pillars of staternobligation; obligations to respect, protect, and fulfill/provide based on the rights of IDPs,rnidentified under Guiding Principle as worldwide legal standards. GP provide universal legalrnstandard by imposing obligation on state or concerned authority, which includes obligationrnto respect and protect the rights of IDPs such as the right to be protected from arbitraryrndisplacement, the right to life, dignity, morality, physical integrity, and liberty of IDPs byrnpreventing any acts that violates the rights of IDPs.rnState has also obligation to fulfill/provide the rights of IDPs, which includes the right tornprovide immediate humanitarian assistance, durable solution, basic needs, and socialrnservice, as well as obligation to provide effective legal frameworks, and legal remedy both inrncase of civil and criminal matters.rnIn case of Oromo IDPs displaced from Ethiopian Somali region, Ethiopia government did notrnfulfill its obligation to protect the right of IDPsto be protected from arbitrary displacement,rnthe right to life, dignity, morality, physical and mental integrity of IDPs.rnConcerning obligation to fulfill/provide, Ethiopia fulfills its obligation to providernhumanitarian assistance to Oromo IDPs displaced from Somali regions in 2017. But untilrnnow Ethiopia didn’tfully fulfill its obligation to provide durable solution, obligation tornprovide basic needs and social service and obligation to provide effective legal frameworksrnand legal remedy both incase of civil and criminal matters for the protection of the rights ofrnits IDPs particularly in case of Oromo IDPs displaced from Ethiopian Somali region.
