Internal displacement which is caused by conflict has become an ongoing phenomenon in Ethiopia. Ethnic based conflicts accompanied by armed attacks and armed conflicts have caused mass displacements in various areas of the country.rnIn view of this, this study has attempted to critically analyze the existing normative and institutional frameworks in responding to the problem of IDPs in Ethiopia. The study finds that though Ethiopia ratified the Kampala Convention, there is neither a legal nor policy framework that gives domestic effect to the Convention. Other existing normative frameworks also do not comprehensively respond to the specific needs of IDPs. Institutionally, both governmental and non-governmental organizations mainly focus on emergency responses than that of preventing internal displacements and providing lasting solutions to IDPs in the country. Thus, this study suggests for development of a comprehensive normative framework as well as measures of preventing and providing lasting solutions to the problems of IDPs in Ethiopia.
