he objective of this study was to assess the effectiveness of technical evaluation process inrnselecting building contractor in Addis Ababa. The conceptual framework was designed byrnconsidering technical evaluation process as dependent variable and technical evaluation criteria,rnprocurement ethical standard, basic procurement principle as independent variable. The datarnwere obtained by closed-ended questionnaires consisted of 37 questions with five-point Likertrnscale. Both Descriptive and inferential statistics were used to analyze the data and interpretationrnof the results. Pearson Correlation analysis shows that there was statistically significant positivernrelationship between all independent variable; technical evaluation criteria, ethical standard, andrnbasic procurement principle and dependent variable; technical evaluation process. Moreover, thernregression result revealed that technical evaluation criteria, ethical standard, and basicrnprocurement principle were found to have their own positive and significant effect on technicalrnevaluation process. Basic procurement principle was found to be the most predictor of technicalrnevaluation process. Technical evaluation criteria and ethical standard had also significantrncontribution in predicting technical evaluation process in their respective order. The mean scorernresult of basic procurement principles, procurement ethical standards and technical evaluationrncriteria are 3.86, 3.80, and 3.73 respectively and the mean score result of assessment of generalrnopinion of respondents about technical evaluation process is 3.77. In general, the technicalrnevaluation process is not carried out at the required effectiveness level and the researcherrnconcluded that the technical evaluation criteria, ethical standard, and basic procurement principlerncould have positive significant effect on technical evaluation process
