Globally, Budget is central to realize national development, goals and programs In therncase of Ethiopian budget classification system were assigned to public bodies andrntheir respective departments make division for their effective use of devolution. thernannual report of finance department shows the existence of inefficiencies in budgetrnpreparation and utilization , that may hinder the preparation and utilization ofrnbudgeting in the HPR. Thus, the general objective of the study is to assess thernchallenge and opportunities of budget preparation and utilization in case of HPR,rnboth qualitative and quantitative methods and descriptive data presentation wererndone. The data were entered into a computer using to SPSS for Windows version 21.0rnversion for analysis. The result of the study demonstrate that there was nornaccountability in budget utilization, lack of attention in program budget preparationrnand estimation,. lack of adequate and experience program budget experts andrndeficiency of staff training ,lack follow up monitoring and evaluation mechanismsrnand absence of computerized information technology system in the institutionrnTherefore, in order to improve budget preparation and utilization in HPR, it calls forrnassign skilled human power, conduct training for staff members, continuous andrnstrong follow up by leaders should be conducted and software access to informationrntechnology of computer networking system remedial actions in the subsequent years.rnKeywords: program budgeting system, House of People Representative, programrnbudget planning department
