The focus of this research is to identify the major problems of the policy making process of thernlegislature in Ethiopian and to suggest some possible recommendations. The general objective ofrnthe study is to examine the challenges and opportunities of the Ethiopian legislature in policy-rnmaking process. The researcher has followed the approach of qualitative research method and hasrnapplied purposive sampling technique. The data have been collected using structured, semi-rnstructured questionnaires and interviews, group discussions as well as reading materials of therntarget area. It also employed descriptive and explanatory way of analysis to reveal the study result.rnThe finding shows that the legislature had a good start in establishing institutional and proceduralrnarrangements and exhibited relative improvements in the competence of MPs and standingrncommittees in delivering the legislative, oversight, budget scrutiny and representation functions ofrnthe legislature. On the other hand the finding indicate that the legislature lacks an active role in itsrnpolicy making process and does not have the mechanism to capture the public attention in doing so.rnThe parliament has been experiencing drawbacks that hinder the quality of its policy makingrnprocess. To further improve the performance of legislative, oversight, and representation functions,rnit is important to solve the shortage of trained human power, resource and time constraint andrncreate conducive working environment. It is also essential to promote the capability of the MPs tornadvance the parliamentary debate and to increase the quality of laws adopted. Moreover, thernexecutive body needs to take sufficient corrective actions based on the audit findings and thernrecommendations of the legislature to enhance the quality of policy making and imlementationrnprocess
