The purpose of this study was to assess community capacity building for full range participationrnin Arada Sub - City. Respondents were dwellers of the Sub -City, program coordinators ofrnCSOs, executives of CSOs and administrators, supervisors and experts of concerned offices inrnArada Sub - City administration. Questionnaires, interviews and document review techniquesrnwere employed. The statistical tools used to analyze data were percentage and tables.rnDescriptivernmethod was used to attain the objective of the study. Both Qualitative andrnquantitative analysis was applied to elaborate the data collected through different methods .rnHence, both quantitative and qualitative approaches were employed in the research to come uprnwith the thesis report.rnThe findings of the study revealed that the main roles and contributions of all actors: Arada Subrn- City capacity building office , Children, Youth and Women office and Social and civil affairsrnoffice , informal CSOs such as Idir , Mahber and Equb and formal CSOs in community capacityrnbuilding include : Changing community attitudes , giving technical support and advice ,rnenhancing public awareness and community participation in different activities, entrepreneurialrntraining , covering training costs, providing sponsorship for experience sharing, conductingrnawareness raising programs in social evil activities (such as rape, HIV/AIDS, child abuse),rnwomen`s right and others. The main challenges of CSOs in community capacity buildingrninclude; mistrust with government, they are donor dependent, not yet fully accessed the grass -rnroot problems which are hindering community participation in priority setting. The progress ofrncommunity in participation on their own agendas is still poor . As well as the findings of thernstudy implies that all activities of CCB which were carried out by different stack holders inrnArada sub - city is not enough to create capable community because still now there are left outrnpart of community in different public issues .rnFinally, the study concluded that even though Arada Sub - City capacity building office ,rnChildren, Youth and Women office and Social and civil affairs office are currently operating tornbuild community capacity with other local and international CSOs and government agenciesrnbut, the participation of community in priority setting is very low; when we compare with thernindicators of full range community participation (Four Ps +C or Priority setting, Planning,rnProducing, Paying (financing) and Consumption)
