Development can be achieved through an integrated and collaborative approachrnthat can promote the governmental and non-governmental actors' roles andrncapabilities in the economy. In integrated approach, government has to playrnseveral critical roles to enable the entire development system to junction better.rnAmhara region is under deep-rooted with multifaceted socio-economic andrnenvironmental problems caused by the natural and human calamities. To reducernpoverty and improve the well being of the community, external technical, materialrnand financial resources can playa paramount importance in complementing therndevelopmental efforts of the regional government. This can be possible throughrnthe engagement of efficient and effective government-NOOs partnership.rnPartnership is a more effective way of extending educational improvements to thernneedy society than individual efforts of the state, the private sector and NOOs.rnHence, the government of Ethiopia in general and Amhara region in particular arernworking in partnership with NOOs in order to extend its capacity to meet thernchallenges of providing and promoting education for its children for NOOs dornhave resources to contribute that are additional to government support inrnattaining the development goals.rnThe Objective of the research was to asses the level, challenges and opportunitiesrnof partnership in education sector development of the region. The results showrnthe region has prepared government-NO~ collaboration guideline both at regionalrnlevel and sector specific working in education sector, a good start. AERDC hasrnprovided a lot of advantages through common understanding and experience andrnresource sharing. Projects and programs are running through mutualrnconsultation, though in rare extent. However the contents of OO-NOOrncollaboration guide lines seems reflect control and regulatory than collaborativernand participatory. The AERDC has shown difficulties in effective coordination andrnmanagement of the partner members.rnThe study concludes that effective and cooperative government-NOOs partnershiprnshould be created through a harmonious, transparent, accountable predictablernand mutual!y reinforcing partnership between the two partners. This will, indeed,rnhelp a lot in bringing an observable change in the region's socio-economicrndevelopment in general and the education sector in particular.
