The purpose of this study was to assess the contribution made byrnUSAlDjIQPEP in improving quality of primary education in Addis AbabarnCity Administration. To dmduct the' study, descriptive survey methodrnwas employed. The sample covered seven primary schools in the fourrnSub-cities. Out of the total, 45 IQPEP intervention schools are found inrnfour Sub-cities of Addis Ababa City Administration, the study wasrnconducted in 7 primary schools. The instruments used to collect datarnfrom Teachers, Principals, Cluster Supervisors, Sub-city and CityrnEducation Bureau Officials was questionnaire. Unstructured interviewrnand focus group discussion were also used to collect data from selectedrnTeachers, Cluster supervisors, Sub-city, and City Education BureaurnOfficials and USAID jIQPEP Coordinators. The results revealed that therntrainings conducted in use of various planning tools for strategicrnplanning have enahanced the capacity of education personnels to planrnfor quality education. The findings of the study also revealed that lack ofrntextbooks, the absence of research in the schools, lack of regular supervisirnon, Lack of cooperation from government officials, and the presence ofrnhigh turn over of education'personnels'were among the major problems. Trnhe study recommended that the good practices that USAID jIQPEP to strrnengthening the capacity of teaching force should be scaled up and therntraining prepare for teachers should be planned on the basis of therninterest of majority of the teachers
