The paper examines the relationship between Federal Police and State PolicernCommissions from the perspective of the federal system, analyses the legislative andrnassesses the practices so far. The study revealed that the relations between the FederalrnPolice and state police commissions are not constitutionally guided and managed. Withrnregard to the institutional and formal set-up of the Joint Council is established with arnmandate to strengthening relation between Federal and state Police Commissions. Thernpaper argues that Joint Council has performed different tasks in areas of crimernprevention, investigation and other capacity buildings. From the research, it is clear thatrndespite such tasks performed by the council, several concerns are raised. Most of thesernconcerns contravene the principle of federalism. Furthermore, it has an implication ofrncentralization of police or it implies that the Federal Police Commission is superior of allrnstate police commissions which are incompatible with the very principle of federalism.
