These days’ young and old people are seen carrying plastic container (jerrycans) in thernstreets of northern and eastern part of Addis Ababa to collect drinking water. Not onlyrnresidents in Addis Ababa are suffering from acute shortage of water, but also civil servants inrnsome of various state offices are in trouble of getting tap water. The residents of Kechene,rnShiromeda, Piassa, AddisuGebeya, SidistKillo and uptoKotebe in the city are often hardestrnhit by the disruption, and get water supply just once a week and sometimes once in twornweeks.rnDue to imbalance between demand andavailability, management approaches are facingrnvarious ethical dilemmas. For aneffective, efficient and sustainable groundwater resourcesrndevelopment and management,the planners and decision makers have future challenges tornassess the inextricable logicallinkages between water policies and ethical consideration.rnGroundwater being a hiddenresource is often developed without proper understanding of itsrnoccurrence in time and space.
