The aim of this study is to assess institutional capacity of public institution for thernimplementation of their mandates with due focus on Ethiopian ministry of trade. The capacity ofrnthe organization was assessed from human resource, financial resource, strategy and missionrnand physical infrastructure and facilities dimensions. In order to achieve this objective, data wererncollected though questionnaires, interview and document review.rnThe population of the study was grouped in to customers, employee and management.rnPurposive, accidental and simple random sampling methods were employed to gather data. Tornanalyze the data, semi- structured questionnaires were prepared and distributed to the all levelsrnof employees under Ministry of Trade on the simple random sampling techniques, In addition tornthe questionnaires, semi structured interview was carried out with purposely sampled seniorrnmanagements team. To triangulate the data obtained from employees and managements, semirnstructured questionnaire were also distributed and gathered from customers of the organization.rnData were analyzed in tables, chart and graphs by using percent and mean.rnThe finding of the study revealed that the organization has faced several challenge in humanrnresource dimension. High employee turnover critically challenged the organization to notrneffectively execute its mandates. In terms of financial resource, though the organization isrncapable enough to obtain sufficient fund to run its operations, however capacity challenges arernobserved in utilizing the allocated budgets effectively. Adequate Physical infrastructures are inrnplace to support the organization functions. However, frequent office utilities servicerninterruption coupled with insufficient manpower and skill gaps of employee created customer’srndissatisfaction.rnHence, it is recommended that the organization should give due attention to human resourcerndevelopment. In addition to that, to retain skilled man power and to attract the best man to thernorganization, the organization should work on non-financial incentive schemes. Furthermore, tornimprove the budget utilization practice, the senior’s management should develop a controllingrnmechanism to examine budget status
