The ultimate purpose of this study was to explore and assess the problems in the existingrnsystem of road construction projects ill Addis Ababa, with regard to monitoring andrnevaluation (M&E).rnTo this end, an opinion survey study was designed by taking project managers, residentrnengineers and counterpart engineers of the road project in the city as target populationrnand as a primary source of data. Accordingly, primary data was collected throughrnquestionnaire and personal interview; and secondary data by referring books, journalsrnand documents From within and out of AACRA. The gathered data is described andrninterpreted using simple descriptive statistics in the form of likely and contradictingrnopinions of the sample respondents.rnThe findings of the study have revealed that the monitoring and evaluation system hasrnsome strong qualities that have to be maintained and nourished. For instance, strength isrnexhibited in attempting to Follow international consultancy and contract standards, inrndeveloping standard specifications, in publicizing tenders and in preparing reportsrnregularly. On the other hand, the study observed, some weak points of the system thatrnrequire improvement and consideration. This has been noticed in effecting terms ofrncontract, in solving problems on time, in having shallow objectives and performancernindicators, in the absence of computerized project information system, in participatingrncitizens in evaluation of projects and in others.rnFinally, the study for wards tentative suggestions that may help the M&E system to makernroad projects more efficient and effective. Such as expanding of performance indicators,rnintroducing trouble shooting reports, project information system, participatory approachrnto evaluation and others.
