Housing is the first and most safety need of human beings. It should be accessible to evetyrnhuman being as a housing right, but not realized on the ground due to financialrnconstraints, population pressure with the existing scarce resource, lack of comprehensivernhousing policy, scanty supply of housing with excessive demand, and inadequate andrnunaffordable supply.rnThe AACG has been trying to mitigate the housing problem through housing developmentrnprogram by upgrading and redeveloping the City's slum areas, which was around 80rnpercent of the City habituated by more than 80 percent of the dwellers with low-incomernresidents. To implement such type of program is challengeable with low capital and lackrnof comprehensive housing policy. Therefore, the housing development program has itsrnown impacts on the affected groups.rnIn this study, the researcher investigates the positive and negative impacts of therncondomi-"ium housing development program on the affected groups who have been livingrnin condominium houses by following Cernea's lRRM The result of the empirical analysisrnshows that, the housing development program had both positive and negative impacts onrnthe respondent households.rnEven though the beneficiaries of the program were disrupted, suffered and unsatisfied byrndifferent situations andfacilities, the result oft-test shows that, they were satisfied with therncondominium housing situation considering the previous ones. However, there is onernthing, which is not answered in this study. That is, the sustainability of ownership statusrnfor the low-income residents. So in order to apply the program effectively, there is need tornconduct further research on issues raised in this report such as the need for thernparticipation of all stakeholders especially those directly related to the program fromrnplanning up to the evaluation stage. Government should also formulate appropriate andrncomprehensive housing policies which address the needs of the poor.
