The main purpose of this study was to examine the major problems of therndemand and supply of secondary school teachers in Oromia. It attempted to identifyrnthe actual number and desired demand of teachers, subject fields face particularrndifficulties to meet their demand, the relative level of teachers' satisfaction, factorsrnconsidered in teachers' planning, and problems that the educational authorities facernin balancing demand-supply of secondary school teachers.rnIn order to attain the objective of the study, a descriptive method wasrnemployed. The study was carried out on five Zone Education Department and 24rnsecondary schools. The study also involves 550 teachers that were selected usingrnrandom sampling technique, and 43 officials purposely selected from the five ZonesrnEducation department and Oromia Education Bureau.rnDocumentary analysis, questionnaires and interview were the instruments usedrnfor data collection. The data gathered were analyzed using various statistical toolsrnsuch as percentage, mean, Chi-square and rank order correlation coefficient. Basedrnon the results of the analysis, a serious shortage of secondary school teachers wasrnidentified. It was also found out that, the balance between the actual number ofrnteachers and their desired demand was negatively increased from year to year.rnAmong subjects taught in secondary schools Civic, Afan Oromo, English andrnMathematics are the subjects at serous shortage of their demand.rnFurther more, findings identifies that, the relative level of teachers'rnsatisfaction with their current job was not satisfactory: it was found at lower level. Inrnaddition, the majority of teachers' responses show that, their perception to wardsrnteaching profession was negative. Almost all the respondents argue that inadequacyrnof salary, bad working condition, and low level of prestige and respect by therncommunity as a reason for their dissatisfaction and negative perception.rnRegarding teachers planning, as stated by officials, there is no model/methodrncurrently used for projecting demand-supply of secondary school teachers. However,rnweekly load of an individual teacher, numbers of retained teachers available, andrnnumber of teachers leaving teaching are the three main factors considered by officialsrnduring demand request and teachers planning.rnShortage of teachers for recruitment, lack of reliable data, high rate ofrnteachers' resignation, and lack of coordination among concerned bodies are identifiedrnas the major problem of balancing the demand supply of secondary school teachers.rnIn this respect, assigning less qualified teachers, maximizing class size, andrnincreasing the weight of teaching load for an individual teacher are the mostrnpracticed methods used by authorities for alleviating shortage of teachers.rnFinally in view of the findings and conclusions, arranging in-service teachersrntraining programs through summer courses or distance education, re-organizing datarncollection system, formulating projection models, and conducting annual conferencernare forwarded as a recommendations to alleviate the problems.
