The study was designed to survey the current status of organization and management ofrncommunity skill training centers (CSTCs) in North Shoa Zone. Methods that descriptive surveyrnthat questionnaire, interviews, analysis document. It was also intended to draw conclusions andrnforward possible recommendations on the problem identified in order to contribute some in putsrntowards the improvement of service by the CSTCs through effective management practices.rnThe study was conducted in 5 of the CSTCs have provided limited skills training programsrnduring the last two years, in terms of diversity of courses and number of 114 target trained adult,rn12 coordinators, 19 experts of PBIAE, 3 heads of WEO and 1 zonal expert PBIAE. It has beenrnfound out that the CSTCs and the zone and have been trying to solve few of the managementrnproblems, but that the findings obtained made clear that the CSTCs were poorly structured, thatrndid not solve the diverse problems that existed in the CSTCs. In addition, the woreda has norndifferent objectives from the one that were set in the 1970s. Which do not include issues thatrnneed to be addressed currently, Moreover, the study showed that there are various problemsrnrelated to the organization and management process of the CSTCs? The conclusions drawn fromrnthe findings are the following.rnSkill training program provision, during the last two years, was limited in diversity of coursesrnand number of trainees in their relevance. The CSTCs have no clear structure and appropriaternmanagement system that cannot facilitate meeting their objectives. The CSTCs have alsorninadequate institutional capacity to address the needs of their targets. The major problem in thernCSTCs was diverse which are beyond the capacity and authority of the CSTCs and WOE. Thernmeasures taken by the CSTCs, and zone and woreda education office did not solve the problemsrnsignificantlyrnThus, it is recommended that the zone and woreda was redefine the existing objectives of thernCSTCs depending on existing realities, socio-economic trends and identified gaps. The CSTCs,rnneed the enhanced the provision of skill training program and its relevance to the needs of adultsrnand demands of market. The CSTCs and WEO has problems to better equip the CSTCs withrnadditional basic facilities, materials, finance and trained man power. The North Shoa zone forrnWOE more or less should have to prioritize and develop appropriate and clear organizationrnstructure and management system.
