The study assessed some of the main factors that affect the training ofrnSpecial One -Year Diploma in-service teachers education Programmernoffered by ACTE in Tigray Regional State. The sample consisted 142rnteachers who were graduates of this special programme and 16rninstructors who participated in training the teachers. Simple randomrnsampling method was employed to select the respondents. In order tornaddress the studies objectives, a descriptive survey method was alsornused.rnTo gather the necessary data, a questionnaire and documents analysisrnwas used. The data collected by the above mentioned instruments werernanalyzed using percentage and mean.rnThe results obtained from the study suggests that the selection criteria inrnto this programme were fair even though they suggest that still thernentrance exam should carry more credit and also the responsibility ofrnsetting the criteria should be given to the teachers education collegernrather than being initiated by TREB. Majority of the respondents opinedrnthat the facilities such as health center, supply of potable water,rnelectricity, resource materials, laboratories etc are not full filled up to thernrequired standard.rnThe study also suggested that the then management of the college as wellrnas the instructors were un democratic, they never make them participaternin decision making.rnThe innovation of the programme was implemented by the imposition ofrnhigher officials while there was a strong resistance from the teachingrnstaff. The introduction of the programme was not based on assessmentrnfindings like its cost effectiveness, quality and duration of thernprogramme. Rather as most of the instructors opined, the programmernwas initiated from the ambition of higher officials to have more diplomarnteachers in a short time with no attention to the quality of the teachers tornbe produced by the programme.rnBased on the findings and conclusions, recommendations are made tornaddress the existing problems in the college of the regional state underrnstudy
