Although Addis Ababa has higher gross enrollment rate of primaryrneducation than other regions, there are many children and adults who arernscattered allover the streets and sp.qures that are denied access in formalrneducation system. This calls for the provision of educational opportunity for allrnthese group of adults and children through the non-formal education deliveryrnsystem. It is against this background that this study was designed with thernpurpose of examining the provision and organization of non-formal basicrneducation for both adults and chiklrcn with in the city government of AddirnAbaba with particular reference to the NFBE programs sponsored by bothrngovernment and NGOs.rnThe research design incorporates comparative methods of differentrnvariables such as program organization, community participation, teaching andrnlearning process, curriculum, facilitators' status and training, budget, efficiencyrn(drop out, repetition rate) of NFBE program. The sample of the study consisted ofrnS NGOs and SGO sub-city Education departments. Subject groups for the studyrnwere selected by purposive, availability and simple random technique. Datarnrelevant to the study were ' collected through questionnaire, interview,rnobservation, focus groups discussion and document analysis. The data collectedrnthrough the above tools were analyzed and interpreted using various statisticalrntools such as percentage, mean score and chi-square to sort out and readrnvariation and similarities of variables .rnThe fmding revels that the objective of both go and NGO NEBE program isrnto provide basic education for school age children and adults who don't have arnchance to get access to attend the formal education due to many reason.rnMoreover the study indicated that the co-operation and interdependence betweenrngovernment and NGOS is insignificant to improve the program. Besides, there isrnstatistically significance difference between go and NGOS NFBE programrnproviders in the case of community participation, curriculum, budget andrnEfficiency. In this regard the study indicated that, the allocated budget for bothrnGO and NGO program providers was not adequate for improving the program, inrnthis case NGOS budget is better as they pay salary and provide in servicerntraining for facilitators. As far as community participation concerned theirrninvolvement in both NFBE program providers is low, However, their participationrnin NGO is relatively better than that of GO as the community representativesrninvolved in the management committee of NFBE program. The study indicatesrnthat there is no centrally organized NFBE curriculum material specifically forrnschool age children and adults
