The main purpose of this study was to assess the status of school development strategic planningrnand implementation processes, to identify the strengths and challenges, and to recommend for thernproblems identified. Descriptive survey method of study was employed. A set of questionnaire wasrnprepared, pilot tested and administered to a sample of 5 principals, 5 vice principals,25 departmentrnheads, 58 teachers, 35 PTA members and 5 WEO experts. Among 93 distributed questionnaires, 84rn(90.3 %) were properly filled and returned from principals, vice principals, department heads andrnteachers. Besides, interviews were conducted with WEO experts, students’ counselingrnrepresentatives and with PTAs and documents of schools were consulted. Then the informationrnwhich obtained was analyzed by using percentages, frequency and mean score. The findings of thernstudy revealed that participation of stakeholders in school development strategic planning andrnimplementation was low in most cases and not at desired level in relation to some issues. Schoolsrninstitutional capacities in terms of skilled manpower, financial management capability, andrninformation management capability were found to be inadequate. Inconsistency of follow up andrnevaluation mechanisms were among the major factors that affect school development strategicrnplanning and implementation of the Toke Kutaye Woreda secondary schools. Finally, communicaterna clear purpose for strategic planning to participate stakeholders, give awareness for stakeholders,rnallocate adequate budget by participating community and government, establish broad basernownership for school development strategic planning, enhance the institutional capacity of schools,rndeveloping appropriate strategies like conducive work environment, developing appropriaterncommunication between school-community and school-education office, follow up and evaluationrnmechanisms as well as searching solutions for problems encountered on timely bases
