The main purpose of the study was to assess the practice and probLems of preparing andrnimpLemenring educationaL strategic pLans in Aillhara region with the intent of suggesting waysrnfor improving it. AccordingLy, to answer the basic research questions in reLation to thernmagnitude of stakeholders' invoLvement, adequacy and utilization of resources, competence ofrnZED and WEO heads for effective preparation and impLementation of educationaL strategicrnpLans, system of plan monitoring and evaLuatiol/, and major difficuLties encountered in preparingrnand impLementing educational strategic pLanning were sought in the cO llrse of the study. Thernresearch method elllpLoyed was a descriptive su rvey. Stratified, purposive, and simpLe ral/domrnsampling techniques were used to identify and seLect the major data sources of the study. Thernstudy included 96 department heads; 24 principals; 84 zone and woreda planners, processrnowners al/d experts; and j I work process pelformers, pLan and program experts from regionrnand zone as main data sources. Questionnaires, interview, and document analyses were thernmajor instruments used for data gathering. The data obtained through the above instrumentsrnwere analyzed using percentage, tn,ean scores, weighted mean. values. chi-square lest, and I- test.rnThe finding of this study indicated that the educational strategic planning practices in AlI1hararnregion has been characterized by weak stakeholders involvement in the strategic pLanningrnactivities, inadequate budget and poor utilization '!f resources, lack of competence of ZED andrnWEO heads to impLement the strategies, inadequacy of monitoring and evaluation systems, ve lYrnpoor motivatiol1al incentives given lO the lvorkers and inadequacy or unreliable data were thernmajor problems that affect the successjid implemenlCltion '!f the educational strategic plans inrnAmhara region.
