Quality education particularly at the primary level is the most powerful weapon in thernglobal fight against poverty, disease and hunger. In Ethiopia especially in OromiarnRegional State, currently the access to primary education is highly improved. On therncontrary, there are great problems in quality and equity in education. To solve thesernkinds of problems, many countries in the world have applied clustered school system asrnone of the main strategies. In Ethiopia, the term school clustering was started in 1995 byrnthe BESO project. The main purpose of the program was to promote and sustain qualityrnand equity in education but changes observed after the implementation of the newrnapproach were not as expected. So to identify the main problems and to suggest somernpossible solutions, conducting the study on the current status of the management ofrnclustered primary school resource centers in Oromia Regional State is very crucial. To thisrnend, a descriptive survey method was used. In the study, 54 primary school CRCs, 18rnWereda Education Offices and 6 Zonal Education Desks were involved . .rnThe major findings oj the study indicate that, the purposes and implementationrnstrategies of school clustering were not widely accepted by oJficials and school actorsrnand the level of committee members awareness and their active participation in planningrnand managing of the new approach were also very poor . This implies that, the effortrnmade to build consensus around the objectives and implementation strategies of CRCrnprogram was not adequate. In general, the enabling environment to create thernmomentum for the implementation of CRCs was found to be weak .Because of this thernchanges observed in improving quality in education were not as expected. From these, itrncan be concluded that the organization of primary schools in CRCs in Oromia RegionalrnState is perceived as only a semblance of accepting the program. Finally, it is suggestedrnthat building consensus around the objectives and strategies of school clustering,rncreating sound organizational structure at all educational administrative levels,rnpreparing clear policy statement and handbook ·of cluster guidance and allocating fundsrnin the woreda budget and identifying other sources (NGO's and local communities) arernvery crucial for the effective management and sustainability of the program. Besidesrnthese, since school clustering approach is a new phenomenon in our country and uneasyrnto change a century old concept of a school system over night, there is a need for furtherrnresearch and careful analysis of the problems in order to develop strategies to improvernthe management of school CRC system in Oromia Regional State
