This study was designed to investigate the relevance of TVET planning with therndemand for trained workforce in the labour market. Thus, the objectives of thernstudy were, to investigate the extent of using different components of TVETrnplanning, such as labour market information, training need assessment, vocationalrnand career guidance service by TVET institutions to plan their programme. Furtherrnmore, assessing the changes that took place, favorable conditions and constraintsrnin p lanning process. was also the focus of the study.rnThe study has made a brief review of the related literature and experience of somerncountries. The descriptive survey method was used and data collectingrninstruments were questionnaires, interview, observations and document analysis.rnThe study was undertaken in Oromia Regional State in six public middle levelrnvocational training institutions, namely, Asella, Batu Terara ( Goba) , Jima, Chiro,rnBatu (Zeway), Bule Hora and two NGO middle level vocational trainingrninstitutions, namely, Mendida and Merry Help. The study also includes OromiarnEducation Bureau TVET division and Zonal TVET departments. The major sourcesrnof the data collection for the study were 63 trainers and 209 TVET graduates bothrnfrom NGO and public TVET institutions. In addition, interview was conducted withrn59 respondents which includes, 8 TVET Principals, 19 Educational Officials, 8rnrepresentatives of Micro and Small enterprises, 8 TVET board chairmen, and 16rnEmployers ofTVETgraduatesrn. A total of 85 days of field study was conducted in sample areas to collect data.rnResponses were categorized and frequencies were tabulated. Since the variablesrnwere classified in categories and presented in frequency counts, it was testedrnusing the chi-square and ANOVA. The difference between categories was tested atrn0.05 level of significance. Mean and percentage was also employed to analyze thernresponses based on frequency counts.rnThe result of the study generally revealed that there is a critical need for relevantrnlabour market information, training need assessment and vocational guidancernservice to plan the training programme that match with skill needed in the labourrnmarket. However, it was found out that the existing regional and local TVET plansrnwere lacking relevant labour market information, training need assessment andrnvocational guidance services. Beside the above factors, the problem of adapting therncurriculum to the world of work, more theoretical method of instruction, low publicrnawareness toward TVET and low management capacity to plan and implement therntraining programme were found as a serious problem. In addition, lack of tracerrnstudy, shortage of training budget and raw materials was also found as the majorrnproblems that affect the development of market oriented and need based TVETrnprogramme.rnHence, it was concluded that the status of TVET planning in the region were notrnbased on the need of skilled workforce in the labour market. In line with the abovernfinding and conclusion, therefore, it was recommended that the TVET plan in thernregion should, as much as possible; try to meet the demand for trained manpowerrnin the labour market. To do so, an organization that has responsibility of collecting,rnanalyzing and disseminating relevant labour market information for TVETrnproviders should independently established. Furthermore in order to increasernaccess to TVET, make TVET need based, improve the quality of training andrnreduce the rate of unemployment relevant s takeholders should be involved inrnplanning the over all TVET system
