The implementation of international human rights standards at a domestic level is wellrnrecognized as crucial for protecting human rights. Enforcing human rights is basically arnresponsibility of individual states. States must ensure an effective protection of human rights atrnthe domestic level through various means, which may include enactment of the necessary lawsrnand to abide by the principles and standards of the several international instruments on human rights.rnHuman rights have recently become a sensitive issue in Ethiopia, a major field of debatesrnbetween the government and different opposition groups; and between the Government and national and international human rights organizations. This research is an attempt to anrnappraisal of national efforts to promote and protect human rights given the fact that Ethiopia isrnpart of the international human rights system. The appraisal is based on the legal andrninstitutional frameworks in the country which are important for the enforcement of treaty-basedrnobligations concerning human rights. The research has found out that violations of human rightsrnhave been and continue to be committed in the country by state and non-state actors. Numerousrnaccounts of human rights abuses in different corners of the country have been observed andrnreported by international and national bodies concerned with the issue.
